He is survived by: his wife Juanita Sue Smith Carter; his children, Anthony D. Carter and Kristin Carter Settlemyre (Robert); his siblings, Rodney Carter (Elaine), Sharon C. Nance (Joe) and Deloris C. Bias; and his grandchildren, Nathan A. Carter, Jacob T. Settlemyre, Andrew Settlemyre and Makayla Settlemyre. He is also survived by nieces and nephews.
