She is survived by: her husband Major Earnest L. Fulton; her daughters, Shana L. Fulton (Tom L. Finigan) of Raleigh, NC and Carson I. Fulton of Garner, NC; her brother Joseph A. Banks (Deborah) of Forestville, MD; her cousin Sandra B. Davis (Robert) of Elizabeth City, NC; and her nephew Patrick Banks.

Visitation was held on Friday, April 4th 2025 from 1:00 PM to 2:00 PM at the Lea Funeral Home Chapel (2500 Poole Rd, Raleigh, NC 27610). A memorial service was held on Friday, April 4th 2025 at 2:00 PM at the same location.

“I got to know Phyllis when I worked at Pasquotank DSS. She worked at the State Office. When we spoke professionally, we took a few moments to share about our mutual connection - her late Aunt Audrey and her Cousin Sandra, both of whom I was acquainted with from Phyllis' hometown where I also grew up and live. Sandra and I were in high school together, and the three of us are AME Zionites. My sincerest condolences to the family, especially to my friend Sandra. May God's peace be with you all.”
