He was predeceased by: his parents, Prossie Milligan and Mertie Milligan of Loris, SC.; and his siblings, Lois Jackson, Marie Sarvis, Shelby Norton, Wilbur and Sam Milligan.
He is survived by: his wife Shirley Milligan; his children, Sharon McGaugh (Thomas) of Canton, GA. and Horace Milligan, Jr. (Jessica) of Colgate, WI.; his grandchildren, Tyler Williams, Logan Williams, Emily Williams of Canton, GA., Andrew Milligan, Douglas Milligan of Wilson Mills and Candace Harrdison of Selma; his stepgrandson Nicholas Michels of Colgate, WI.; and his great grandchild Samuel Harrdison.
