He was predeceased by: his parents, Joseph Raymond and Clara Berniece Collmar Kelly; his son Joseph Thomas Kelly; and his brother Thomas Jerome Kelly. He is survived by: his wife Dora Ann Hatfield Kelly; his children, Julia Marie McKinley, Kathleen Michaela (James David Pyatt), Linda C. (Charles H. Besore), Theresa Ann Draughn, Michael C. Kelly, Jay Andrew (Julianna Kelly) and Sean Steven (Bridgette Freeman Kelly); and his brother Dennis Michael Kelly. He is also survived by twenty-three grandchildren; several great-grandchildren.
