He was predeceased by: his parents, Samuel Bailey McCarter, Sr. and Edna Adair McCarter Railey of Virginia; and his siblings, Samuel McCarter, Jr., Morris McCarter, Betty McCarter, Joyce McCarter, Dorothy Mews, Douglas McCarter, James McCarter and Donald McCarter.
He is survived by: his wife Rachel Ann Moore McCarter; his son Chuck McCarter, Jr. (Sara); his grandson David McCarter; and his siblings, Robert McCarter, Billy McCarter, Peggy Messick, Tommy McCarter and Jane Chapman.
