He was predeceased by: his parents, Rueben Ballard Huggins and Anne Dixon Huggins; and his sons, Keith Barry Huggins, Jr. and James Robert Huggins. He is survived by: his wife Suzanne Huggins; his son Kirk Barry Huggins; his siblings, Cecil Norman Huggins (Nancy), Tony Ray Huggins (Sybil), Juanita Broome and Jacquelin Robbins; his sister-in-law Debbie Ackerman (Joe); and his nephew Jeff Huggins (Angela). He is also survived by numerous nieces and nephews.
