He was predeceased by: his parents, Wilbert B. Carter, Sr. and Estelle Saunders Carter; and his wife Cynthia. He is survived by: his close friends, Craig Hobbs and Jerry Tart of Complete Mechanical; his children, Joseph Neil Carter, Jr. and Dana Melissa Carter; his grandchildren, Alexander Blake Emanuel, Julius Devon Gay, Tyler Paxton Emanuel, Emylie Neihl Muth, Joseph Neil Carter III and Noah Riley Emanuel; his sisters, Charlotte Elston, Lettie Fields of Stockbridge, Elizabeth, Christine Matthews and Karen Salyer of Clinton; and his brother-in-law Kenneth Fields.
