He was predeceased by: his parents, Charlie Riggs of Washington and Mary Lula Mitchell Riggs; his brothers, Ray Riggs, Paul Riggs, Ruben Riggs and Fred Riggs; his half-brother Bennie Thompson; his stepsons, Jonathan Mark Mesiemore and Wesley Mark Mesiemore; his stepgranddaughter Allison Michelle Anders; and his sister-in-law Betty Riggs.
He is survived by: his wife Judith Hope Riggs; his sons, David Riggs (Rosemary) of Cibolo, TX and Daniel Riggs of Wilmington, NC; and his stepdaughters, Marla Michelle Wood (Kenny) of Cleveland, NC and Monica Lee Monk (Tom) of Statesville, NC. He is also survived by two grandchildren, seven step grandchildren and eight step great grandchildren.
