He was loved and cherished by many people including: his parents, Ralph Milligan and Esther Milligan (Babbitt); his siblings, Verl Milligan and Wanda Wallace (Milligan); his son Kevin Milligan; his wife Kathleen Milligan; and his daughters, Heather Milligan, Cheryl Holder (Keith) and Brenda Whipple. He was also cherished by four grandsons, three great-grandchildren, one great-great-grandchild; and brothers.
