He was predeceased by: his father George Willis Elkins. He is survived by: his wife Annette McCulloch Elkins; his son Christopher Joe Elkins; and his siblings, Christina E. Richardson of Bladenboro, Nancy E. Mishue (Roger) of Durham, Kathy E. Powell (Mark) of Whiteville, Luther Elkins (Dinah) of Clarkton, Jerry Elkins of Clarkton, Ronnie Elkins of Clarkton, Roger Elkins of Lake Waccamaw, Jeff Elkins (Glenda) of Clarkton and Johnny Elkins of Clarkton.
