“Barbara and Billy, Jr.: As you know I served with Bill in James Monroe (SSBN-622) way back when both of us were young and dumb. Bill was one of the first guys to greet me when I checked on board in Holly Loch, Scotland. I was so happy to hook up with a "home boy" and he was happy to have someone from Western Maryland to show up on our ship. We immediately bonded and remained friends long after our submarine days. He was a real "character" and everyone really liked him. He'll be missed.”
