He was predeceased by: his parents, Ray Hughes and Edna Ball Hughes; his siblings, Ruth Kegley, Debra Barnett, Bobby and James Hughes; his brothers-in-law, Harold Blevins and Bob Kegley; and his nephew Kevin Kegley.
He is survived by: his siblings, Mary Martha Blevins, Rebecca "Becky" Kegley and Rev. Russell Hughes (Margaret); his niece Andrea Blevins; and his brother-in-law Wade Barnett of Burnsville. He is also survived by Several great-nieces, great-nephews, cousins and many friends.
The family requests memorial donations be made to the Sgt. E.L. Randolph Chapter #57 D.A.V. at P.O. Box 868, Burnsville, NC 28714, of which Billy was a proud member.
