He was predeceased by: his parents, Floyd Henry and Caroline Elizabeth Halverson Councilman; his son Hal Shepard Councilman; and his brother Paul Floyd Councilman, Sr.. He is survived by: his wife Laura Jane Thomas Councilman; his children, Caroline Councilman Landers (Dave) and Scott Carlton Councilman (Terah); his grandchildren, Chanda Knight (Paco), Stacey Bayless (Brian), Scott Councilman, II (Angelica) and Barbara Brooks (Timothy); and his sisters, Donna Hood and Thelma Clark. He is also survived by five great - grandchildren.
