He was predeceased by: his parents, Lester Leo Baxley and Vera Gamble Baxley; his siblings, Perry Leo Baxley and Joyce Baxley Hebert; his brother-in-law Warren J. Hebert; and his nephew Dana Warren Hebert.
He is survived by: his wife Gwen; his children, Francis Ghent, Janina Rogers (Dan) and Megan Monk (Stephen); his granddaughters, Anne Megan Rogers, Ella Baxley Monk and Sarah Gray Monk; his in-laws, Joe and Shirley Didier; his nephew Steve Baxley; his niece Debra Baxley (Rachel Oncale Hebert, family: Jennifer, Michael Fultz); his in-law Margot Hebert; his daughter Piper (Raegan Hebert); and also Flynn.
When the COVID pandemic hit, he and Gwen relocated to Brevard, NC, to be closer to family.
In lieu of flowers, the family asks that donations be made in Hugh's memory to either Brevard First United Methodist Church (325 N Broad St, Brevard, NC 28712) or Plaquemine First Baptist Church (24525 Ory Ave, Plaquemine, LA 70764).
