He is survived by: his wife Ruby Lee McDowell of Bolivia; his daughters, Rosalyn Mendez (Hector) of Jefferson, MD and Beverlee James (Kent) of Bolivia; his brother Dwight McDowell (Trish) of Ocala Florida; and his grandchildren, Breanna, Martina Mendez and William Dale James.
