He was predeceased by: his parents, Timothy Hendrix Phelps and Mattie Elizabeth Hewett Phelps. He is survived by: his wife Elaine Brittain Phelps; his son Jeffrey Phelps of Bolivia; his granddaughters, Kristin Phelps and Megan Jones; his great grandchildren, Ayden, Justus, Ty, Issak, Easten, Nick, Oaklen, Ethan, Eli and Demaryius; his daughter-in-law Kimberly Phelps of Holden Beach; and his niece Geraldine Elliott of Holden Beach.
