She was predeceased by: her husband John Leland Carter; and her siblings, David W. Whittington, Sharyn L. Whittington and George L. Whittington. She is survived by: her siblings, George Winslow (Winslow) and Minnie Rachel Jane Stepp; her great-nieces, Riley, Skylar, Lourdes, Chloe, Noelle and Celine; her children, Toi Y. Carter (Mike) of Bethesda, MD, Jonathan L. Carter of Java, VA and Wex Carter (Angel) of Charlotte, NC; her grandchildren, Julia Toman, MD and John Toman (Laura); her great grandchild Corvin Tobias Toman; and her siblings, Willie A. Whittington (Bill), Leona P. Whittington, Katherine V. Dubose (Robert), Leslie A. Whittington and Keith A. Whittington (Emily). She is also survived by nieces, nephews and cousins.
