He was predeceased by: his brothers, Lionel Carter and Joseph Carter. He is survived by: his spouse Barbara "Bobbie" Parks; his children, Frank Carter, Cinda Carter, Rene Carter Whitesell (Ronni), Lisa Anderson (Rich), Kristi Whittington (Scott) and Shawn Carter; his brother Eddie Carter; his grandchildren, Matthew Marsh, Ashley Gearles (Jessie), Connor Whittington, Samantha Whittington, Austin Whitesell and Jenna Roth (Josh); and his great grandchildren, Madison, Jacob, Ethan, Little Jess, Paul and Lucas.
