He was predeceased by: his parents, Joseph W. Carter, Sr. and Annie Underwood Carter; and his siblings, Joseph W. Carter, Jr., Jackie Carter Coughenhour and William Shane.
He is survived by: his wife Janet Johnson Carter; his children, Shannon Hall (Stacey) of Sanford, Lauren Bass of Sanford, Teresa "Terri" Hayter (David) of Fayetteville and Charles "Kevin" Carter (Emily) of Charleston, SC; his brother Thomas "Tommy" Carter of Wake Forest; and his grandchildren, Tyler Charles Hall, Savanah Grace Hall, Addisyn Olivia Bass, Caroline Carter, John Robert Carter, Eric Michael Kane and Jordan Lee Brooks. He is also survived by ten great-grandchildren.
