She was predeceased by: her husband James Devaul Carter, Sr.; her parents, Owen Whitlock and Rachel Gaddis Whitlock; and her siblings, Ernest, William, Robert, Douglas, Justin Whitlock, Joyce Everroad, Betty Streeval and Kay Mitchell.
She is survived by: her children, Arthur Carter (Deborah), Cindy Harden (Joey), James Carter Jr. (Debbie), David Carter (Kristie) and Rachelle Carter; and her siblings, Frank Whitlock and Carolyn Owens. She is also survived by many nieces and nephews.
