He is survived by: his wife Terri Blaylock Carter of Winona; his daughter Rani Carter (Eric) of Winona; his siblings, Barbara Ann Slaten of Florence and Billy Carter of Carrollton; and his grandchildren, Charlee Grace Franklin and Luke Carter Franklin. He is also survived by nieces and nephews.
