He was predeceased by: his parents, Flora Miller Carter and Zeno Webb Carter, Sr.; his son Arnold Wayne Carter; and his siblings, Joe Carter, Mildred Carter Dillard, Robert "Pete" Carter and Eunice Carter Bouyear.
He is survived by: his wife Patricia Ann Loveless Carter; his daughters, Rachelle Carter McKibben (Everett), Dodie Carter Bullock (Phillip) and Jenny Carter Simmons (Clint); his grandchildren, Meagan R. Hoyt (Bobby), Jacob Black, Anne Watts (Josh), Heylie Rosinbaum (Chase), James McKibben (Rachel), Holly McMahon (James), Abby Leonard (Trey) and Jerry A. Carlton (Charlotte); his great grandchildren, Ryland Carter Hoyt, Aidan Hoyt, Harper Rosinbaum, Hollis Rosinbaum, Hattie Rosinbaum, Claire Watts, Paislee Carlton, Huck McMahon, Carter McKibben, Kate Watts, Hazel McMahon and Journee Carllton; and his sisters, Janice Carter Sylvest and Helen Higginbotham Hughes. He is also survived by his numerous nieces and nephews.
