He was predeceased by: his parents, James I. Palmer, Sr. and Mildred Poole Palmer; his stepson Norwood Aren Smith; and his granddaughter Kari Aileen Stuart. He is survived by: his wife Karan Palmer; his children, Jami Palmer Stuart (Tim) and Billy Palmer, Jr. (Jessica); his grandchildren, Hunter Stuart, Curtis Stuart, Timothy Stuart and Karleigh Stuart; his great grandchild Joseph Stuart; and his siblings, Jim Palmer (Mary Ann), Bob Palmer (Michelle) and Sandra Odom (Eddie).
