He was predeceased by: his parents, Sidney Daugherty (Jewell) and Bessie Balcer (Frank). He is survived by: his stepfather Frank Anthony Balcer, Sr.; his wife Lavern Balcer; his sons, Frank Balcer (Cheryl), Paul Balcer (Claire) and D. Lee Balcer (Karen); his grandchildren, Sidney Balcer, Hunter Tallent, Justin Wells, Matthew Balcer, Ann Marie Ferrer (Jacob), Jeffrey Balcer and Christian Balcer; and his sister Judy Hosto of St. Louis Missouri.
The graveside service will follow at 12:30 pm in the church cemetery with social distancing due to the Covid 19- Pandemic.
In lieu of flowers, Frank requested that donations be made to Gideons International or St. Jude's Children Hospital.
