He was predeceased by: his father Robert Evans Penn, Jr.; his wife Sue Simmons Penn; his brothers, Dr. Billy Rivers Penn and Robert Evans Penn, III; and his grandson Hershel Hayden Harp.
He is survived by: his children, Pam Hartzog (John Eddie), Tanya Ballard (Mike), Jana Harp (Hershel) and Robin Penn (Christi); and his grandchildren, Trent Hartzog, Ashley Hartzog Franco, Michael Ballard, Marty Ballard, Samantha Harp Nail, Jordan Harp, Simmons Penn, Cooper Penn and Rivers Penn. He is also survived by ten great grandchildren.
In lieu of flowers memorials can be made to the Monticello United Methodist Church.
