He was loved and cherished by many people including: his parents, Hines Higgins and Sarah Higgins; his wife Hazel Smith Higgins; his children, Judy Welch, Doug Higgins, Carolyn Kelly and Donna Gibson; his grandchildren, Charles Welch (Cindy), Stephanie Williamson (Brice), Candace Welch, Kaleb Welch and Amber Westbrook (Adam); and his great grandchildren, Colby Mullins, Cameron Welch, Carson Welch, Caden Welch, Cailey Welch, Breanna Williamson, Tristan Williamson, Keaton Williamson, Riley Welch, Kaylan Welch, Lauran Welch and Aerin Westbrook. He was also cherished by children, five (5) grandchildren and 12 great grandchildren.
