He was predeceased by: his parents, Fred Miller Willoughby, Sr. and Georgia Merle Stinson Willoughby; his brother Brian Willoughby; and his niece Sylvia Diane Bergeron. He is survived by: his wife Sandra Willoughby; his daughter Emily Ragas (Brandon); his siblings, Timothy Willoughby, Rannah Rushing and Sylvia McKenzie; and his grandchildren, Alexis Domanick and Payton Domanick.
