He was predeceased by: his parents, Vera Holifield Powell and Lee W. Powell (Madie) of Washington; his significant other Vernell Black Powell; his son Charles Randall "Randy" Powell; and his brother Carroll W. Powell.

He is survived by: his sister Mona Ruth Rutledge. He is also survived by nieces, nephews, cousins, and many beloved friends.
