He is survived by: his wife Peggy Hughes Higgins; his children, Bill Higgins, Jr. (Tina) of Dunedin, Krista Duffee (Mike) of Arlington, Dana Barton (Mike), Melaina Hughes of Hernando and Chuck Hughes (Teri) of Sherwood; and his grandsons, Luke Barton and Nathan Hughes.
The family suggests that, in lieu of flowers, memorials be sent to St. Jude Children's Research Hospital.
