He was predeceased by: his parents, Arthur Lee and Lorene Welch Garrett; his wife Hazel Garrett; and his daughter Tammy Washburn. He is survived by: his children, Ginger Asbury, Stephanie Smith, James Garrett, Jr. and Richard Washburn; his sister Barbara Biggers; and his grandchildren, Jessica Washburn, Chris Washburn, Courtney Garrett, Trey Garrett, Chucky Forbes, Melanie Ingle, Valeria Ingle, James Bell and Nicole Page. He is also survived by 16 great grandchildren and 2 great- great grandchildren.
