He was predeceased by: his parents, Chester Carter and Inez Robbins Carter; and his siblings, Chesteen McCaskill, Cecil Payne and Howard Payne.

He is survived by: his wife Cecie Hall Carter; his sons, Chester Lavoy Carter (David) and Chance Carter (Chrysler); and his grandchildren, Campbell Carter, Bradley Carter and Bennett Carter.

In lieu of flowers, the family requests memorials be made to First United Methodist Church of Brandon or to the Methodist Children's Home.
