He was predeceased by: his father Randal Carter. He is survived by: his mother Rose Ann Pannell; his brother Stanley Pannell; his children, Zach Carter (Tracye) and Chelsea Miller (Jackson); his stepfather Mitchell Pannell; his stepbrother Gary Pannell; and his grandchildren, Conner Carter, Olivia Carter, Randall Carter, Kylen Miller and Nevaeh Miller. He is also survived by nieces, nephews and many friends.
