He was predeceased by: his parents, Cay Starnes and Addie McBride Starnes; his wife Nancy Childress Starnes; and his siblings, Vera Lois Henderson, Mildred Ballard, Eunice Crittenden, Barbara Starnes, Bessie McMillian, Mary Ann Hirose, Donald Paul Starnes, Harold Starnes, Larry McBride Starnes and Randy Starnes.
He is survived by: his siblings, Mamie Ruth Dickerson of Ackerman, Saundra Wright of Fentress, Opal Starnes Prewitt of Texas and Howard Starnes of New Orleans, LA. He is also survived by nieces, nephews, great nieces and nephews; and many life long friends.
Memorials in Bill's memory may be made to French Camp Academy or St. Judes Childrens Hospital.
