He was predeceased by: his parents, Merle Edward and Jane Elizabeth Hoover (Miller); and his son Robert Charles Hoover. He is survived by: his wife Margaret "Mickey" Lillian Campbell; his children, Lee Ann Hoover, John Patrick Hoover, William Joseph Hoover, Joseph Lee Hoover (Jill) and Christine Elizabeth Hoover; his grandchildren, Ashlee Davis (Brian), Aimee Burns (Markus), Sara Hoover, Kylie Hoover, Nick Hoover (Song), Cassie Hoover, Dillon Hoover, Stormy Hoover and Seth Hoover (Yesenia); and his sisters, Margaret Tully (James) of Pennsylvania and Theresa Dinsmore of Columbus, OH. He is also survived by 7 great-grandchildren, numerous nieces, nephews, great-nieces, and great-nephews.
