He was predeceased by: his parents, Willie Ray and Margaret Ilene Howe (Stevenson); and his wife Marsha (Rhonda). He is survived by: his children, Willie Ray Howe II of Meadville and Erin Maulsby (Wes) of Milan; his stepdaughter Lacey Spicer (Lee) of Cameron; and his brothers, Steve Howe (Bev) of Wheeling and Larry Howe (Diana) of Wheeling. He is also survived by five grandchildren and several nieces.
