He was predeceased by: his parents, William Moutray and Naomi Moutray (Graupman); and his sister Carol Ragsdale. He is survived by: his children, Stephanie Powell (David), Diannia Moutray and Michael Moutray (Emily) of Mexico; and his siblings, Danny Moutray, Kenny Moutray, Billy Moutray (Vicki), Debbie Williams, Berverly Fleenor (Jerry) and Vivian Moutray. He is also survived by ten grandchildren and three great grandchildren.
