He was predeceased by: his parents, Herman E. Ruoff and Anna H. Ruoff (Blosser); and his siblings, Virginia Ottinger, Melvin "Speed" Ruoff, Lloyd Ruoff and Frances Kerns.

He is survived by: his spouse Claretta "Katie" Hanway; his sister Hazel Anderson; his children, Roberta Ruoff, Marjorie "Margie" Funk (Peter), Mary Jane Celeslie (Mark), Anna Chamberlain (Jerry) and Harold, Jr.; his grandchildren, Angela Daniels (Patrick), Melissa Wilmes, Mark Kever (Chelsea), Keith Celeslie (Kristy), Jill Carson (Chris), Jack Celeslie (Emily Eckery), Danielle Ellsworth, Miranda Ellsworth, Tyler Ruoff and Kaitlyn Paxton (Kyle); and his great grandchildren, Laney, Peyton, Tommy, Brooklyn, Abigail, Hannah and Hayden. He is also survived by numerous nieces, nephews, other relatives and many friends.
