He was predeceased by: his parents, Larry T. Franklin and Barbara Lucy Franklin. He is survived by: his wife Kathleen Franklin; his children, Emily Franklin of Austin, Billy Hardesty (Rachel) of Rogers and Brad Hardesty (Erica) of Blytheville; and his siblings, Gary Joe Franklin of Martin, Tracy Franklin of Springfield, Missouri and Tonya Carnett of Holcomb, Missouri.
Following the State of Arkansas COVID-19 guidelines, no more than 50 people will be allowed to gather inside of Cobb Funeral Home and practice social distancing, keeping a 6-foot distance between one another Face masks are required to enter the building and to be worn at all times.
