He was predeceased by: his parents, Lee Otis and Glema Myrl Wills Milligan; and his brother Lynn Milligan. He is survived by: his sons, Billy Milligan (Michelle) of Hernando and Larry Milligan (Cindy) of Monticello, Arkansas; and his sister Glenda Bryant of Scott City. He is also survived by six grandchildren; ten great-grandchildren and five great-great grandchildren.
