He was loved and cherished by many people including: his wife Deborah Picard; his children, Rich (Kim) and Joe Picard (Kelly); his grandchildren, Rich Jr., Marrisa and Clayne Picard; his siblings, Mike and Thomas Picard (Reba); and his parents, Thomas J. Picard and Dorothy Picard.
