It is with great sadness that we announce the death of Virginia Fern Carter of Richmond, Missouri, born in Rayville, Missouri, who passed away on February 3, 2023, at the age of 89, leaving to mourn family and friends. She was predeceased by: her parents, Grover Phillips and Dora Phillips (Travillion); and her husband Donald Ray Carter of Kansas City. She is survived by: her daughter Dora Barlow (Joe) of Blue Springs; and her sister Becky Campbell (Gene) of Dogpatch, AR.. She is also survived by three grandchildren; six great-grandchildren.
