Nipper (Skaggs); his daughter Chloe Hill-Nipper; and his siblings, Karen Robinson, David Nipper (Debra), Billy Nipper (Connie), Paul Nipper (Taryn) and Tina Nipper. He is also survived by niece, 2 nephews and many friends.
