He was predeceased by: his parents, Robert Franklin and Florence Bernice Payne (Youngberg); and his sister Janice Payne. He is survived by: his siblings, Mark Payne (Kelly) of Carlton, OR and Kathryn Payne Hill of Palmyra, MO. He is also survived by several nieces and nephews.
