He was predeceased by: his parents, Ralph Payne and Minnie Scott Payne; and his siblings-in-law, Bernice Payne, Helen Ramsey, Rose Ramsey and Jim Myers.
He is survived by: his wife Joyce Payne; his daughters, Jennifer Haley (Billy) and Melinda Smith (Sean); his grandchildren, Jessica Marcum (Jake), William Haley (Bailey), Bart Smith and Madison Smith; his great grandchildren, Thomas Allen Marcum and Christian James Haley; his siblings, Albert Payne and Lois Diamond (Roy); and his siblings-in-law, Sharon Myers, Jimmy Ramsey and Eddie Ramsey.
