He is survived by: his wife Ginger Boswell; his children, Melissa Schneider (Brandon) of Baxter Springs, Stephanie Severns (Tyler) of Wichita Falls, Texas and Charles E. Phillips, Jr.; his siblings, Bobby Phillips (Theresa) of Scammon, Kansas, Irene Phillips of Carl Junction and Evelyn Sue Phillips of Scammon; and his grandchildren, Noah, Sophia, Asher, Amia and Ellie.
