He was predeceased by: his parents, Homer B. Phillips and Mary S. Phillips (Leaton); his children, Homer W. Phillips, Jr. and Judy Phillips; his stepson Randy Cooley; and his siblings, Mary Riley and Russell Phillips.
He is survived by: his wife Shirley; his children, Peter Phillips (Sarah) of Jefferson City and Amy Feeney (Steve) of Kirksville; his stepsons, Tommy Cooley (Amelita) of North Carolina and Charles Cooley (Lori) of Wyoming; his brother Richard Magers (Janie) of Novinger; and his grandchildren, Chaynee of Peter, Andrew, Austin, Lane, Kale, Joel, Brandy, Patrick and Heather. He is also survived by three great grandchildren; and several nieces and nephews.
In lieu of flowers, memorial contributions are suggested to the Homer Phillips Memorial Fund.
