We are sad to announce that on March 13, 2019, at the age of 88, Frances Dugger (Jefferson City, Missouri), born in Spotsylvania, Virginia passed away. Family and friends are welcome to leave their condolences on this memorial page and share them with the family.

She was predeceased by: her parents, John Carter and Ida Carnohan Carter. She is survived by: her husband Robert Dugger; her daughter Jennifer Dugger Perry of Jefferson City; her granddaughter Richelle Alexandra Perry of St. Louis; her siblings-in-law, Carl Dugger and Virgie Dugger; and her friends, Bettie and Jim Wiltshire of Fredericksburg. She is also survived by many nieces and nephews.

In lieu of flowers, memorials are suggested to the Music Department of First Baptist Church, 301 East Capital Ave., Jefferson City, MO 65101.
