He was predeceased by: his parents, Elwood David and Margaret Jane Westenhaver Palmer; and his siblings, Donald Palmer and Kathy Harden (Jerry). He is survived by: his wife Cathy Palmer of Jackson, Missouri; his children, John Palmer (Kim) of St. Charles, Justin Palmer (Mandy) of Bryant, Dustin Recar (Sherri) of Chaffee, Missouri, Jeanne Hickman (Bryan) of Barnhart, Kristy Miller (Nate) of Scott City and Kim Scott of Cape Girardeau; and his sister-in-law Gloria Palmer. He is also survived by 19 grandchildren.
In lieu of flowers, memorial contributions may be given to Tunnel to Towers Foundation, 2361 Hylan Boulevard, Staten Island, NY 10306.
