He was predeceased by: his parents, Virgil Milligan and Anna Milligan (Baker); and his sisters, Lois Biggs (Bill) of Rayville, MO and Shirley Elam of Excelsior Springs, MO.. He is survived by: his wife Donna Milligan (Holloway); his sons, Timmie Milligan (Tracey) of Lexington, MO, Thomas Milligan (Angie) of Wellington, MO and Todd Milligan (Charlene) of Independence; and his grandchildren, Matthew, Tanner, Lindsey, Anna and Lucy Milligan.
In lieu of flowers, contributions may be made to the Wounded Warrior Project in Billy's name.
