He was predeceased by: his parents, Leo Grant and Mary Katherine Milligan (Stratton); his siblings, Mildred Lee Pollard, Richard Milligan, Kenny Milligan, Dean Milligan and Allen Milligan; and his brother-in-law John Russell.
He is survived by: his children, Wendi McNeal (Russell), Mike Milligan and Aaron Milligan; his grandchildren, Ryan McNeal (Crystal), Taira Blankenship (Joey Bates), Jessica McNeal, Tyler O'Sullivan (Kali), Taylor McNeal (Blake), Wade McNeal, Austin Milligan and Savannah Milligan (Josh); his great grandchildren, Dalton, Myla, Strykar, Cilla, Brantley, Lance, Havok, Blakely and Rekkor; his siblings, Jim Milligan (Zelpha), Shirley Bisbee (Bill), Calvin Milligan (Dorothy) and Leon Milligan; and his sister-in-law Peggy Russell. He is also survived by numerous nieces and nephews.
The family suggests memorial contributions be made to St. Jude's Hospital for Children.
